Dr. Kay Dugan is a retired Assistant Superintendent for Learning. She has considerable experience in areas of curriculum, local and state assessment, evidence-based instructional practices, principal and teaching mentoring programs, and PERA implementation. Dr. Dugan taught children at the elementary and middle school level for twenty years prior to becoming an administrator in 2000. She has taught graduate courses focusing on the topics of teacher evaluation, assessment literacy, literacy best practices, gifted education, creativity, higher order thinking skills, and differentiation. Dr. Dugan earned her doctorate from National-Louis University in 2007. She has been an IPA presenter since 2011.
